Special districts have proven to be an important economic development tool for communities across the region. The term “special district” involves a variety of special purpose entities such as:
- Transportation Development Districts (TDD)
- Community Improvement Districts (CID)
- Neighborhood Improvement Districts (NID)
When used individually, or in conjunction with other tools, the success of these districts is often correlated with an early understanding of the planning,
implementation, and ongoing management issues. Which type of special district should be utilized is dependent upon the project, the location, property owners involved, the developer, and many other issues such legal and financial. Sometimes the best solution for a project is a combination of special districts. Each district has its own unique qualities, but their commonality lies in successful management and oversight of key statutory processes.
